South Africa’s draft ICT policy amendments, which propose alternative compliance models to Black ownership rules, have ignited public debate amid speculation it favors Elon Musk’s Starlink.
The proposed framework introduces “equity equivalent” measures, allowing foreign tech firms to invest in skills development instead of selling equity stakes. Communications Minister Solly Malatsi insists this is about modernizing transformation strategies, not appeasing foreign entities.
“We are building a more inclusive, globally competitive sector,” Malatsi said, denying any special treatment for Starlink.
Starlink has not been officially licensed in South Africa due to current equity ownership rules. The move could open the market to more global tech players while addressing connectivity gaps.
